How to Budget for Search Ads: Costs, CPC and Conversion Rates

Set a search-ad budget by comparing two calculations: required conversions multiplied by allowable CPA, and expected CPC divided by click-to-conversion rate. Budget separately for campaign management, creative production, landing pages and measurement work.
All monetary examples below are hypothetical and use Japanese yen for a campaign in Japan. They are not market averages or guaranteed results. Converting a foreign benchmark into yen does not make it a Japanese benchmark.
Separate the costs
Cost category | Examples | What to confirm |
|---|---|---|
Media spend | Charges for advertising delivery | Platform, period and spending limits |
Management | Setup, optimization and reporting | Fixed fees, percentages, minimums and scope |
Production and measurement | Ad assets, landing pages and tracking | Initial versus ongoing work and handover terms |
Search advertising often uses click-based charging. Actual CPC varies with the query, location, competition and relevance, among other factors. Confirm campaign and contract terms rather than assuming a particular budget buys a guaranteed number of customers.
Calculate clicks, conversions and CPA
Clicks = media spend ÷ CPC. Conversions = clicks × conversion rate. Media CPA = CPC ÷ conversion rate. Enter 2% as 0.02. This example uses successful inquiries per ad click, not GA4’s session-based key event rate.
Monthly media spend | Assumed CPC | Assumed rate | Estimated clicks | Estimated inquiries | Media CPA |
|---|---|---|---|---|---|
JPY 100,000 | JPY 200 | 2% | 500 | 10 | JPY 10,000 |
JPY 300,000 | JPY 200 | 2% | 1,500 | 30 | JPY 10,000 |
JPY 500,000 | JPY 200 | 2% | 2,500 | 50 | JPY 10,000 |
JPY 1,000,000 | JPY 200 | 2% | 5,000 | 100 | JPY 10,000 |
This is arithmetic with constant assumptions. In practice, expanding delivery can change audience intent and competition. Results do not necessarily scale linearly, especially when conversion counts are small.
Check whether the economics fit
If the goal is 30 inquiries at an allowable CPA of JPY 6,000, the proposed media budget is JPY 180,000. But CPC of JPY 200 and a 2% conversion rate imply CPA of JPY 10,000. Increasing the budget alone does not fix that mismatch.
At a 2% conversion rate, CPC would need to be no more than JPY 120. At CPC of JPY 200, the conversion rate would need to reach about 3.34% or more. Validate either assumption with evidence. For lead generation, derive allowable inquiry CPA from the acquisition-cost limit per customer and the lead-to-customer rate.
Compare three scenarios
The following illustrative scenarios all use JPY 300,000 in media spend. They are planning assumptions, not confidence bounds.
Scenario | CPC | Conversion rate | Clicks | Expected conversions | Media CPA |
|---|---|---|---|---|---|
Difficult | JPY 300 | 1% | 1,000 | 10 | JPY 30,000 |
Base | JPY 200 | 2% | 1,500 | 30 | JPY 10,000 |
Favorable | JPY 150 | 3% | 2,000 | 60 | JPY 5,000 |
Add JPY 50,000 in management and JPY 100,000 in initial production to JPY 300,000 of media, and first-month expenditure becomes JPY 450,000. At 30 conversions, that is JPY 15,000 per conversion across those costs, compared with media CPA of JPY 10,000. Decide how to allocate initial production costs across evaluation periods.
Set operating rules before launch
Define a successful conversion and prevent duplicates. Label each planning assumption as historical evidence, a planning-tool estimate or a hypothesis. Agree on a spending cap, review date and loss-limiting conditions. Review search terms, ads, landing pages and lead quality together.
If CPA worsens, separate CPC changes from conversion-rate changes. Irrelevant queries suggest a targeting problem; weak post-click performance may point to message mismatch or landing-page friction. Poor lead quality requires reviewing the offer and qualification rules. For long sales cycles, evaluate acquisition cohorts after enough time has passed instead of treating recent leads as immediate failures.
